Can foreigners legally own beachfront property in the Dominican Republic?

Yes. Foreign buyers have identical property rights to Dominican nationals — including beachfront. There are no extra fees, no required local partners, and no restrictions on resale. The only nuance is the 60-meter maritime zone (the strip directly on the sand), which is technically state property even for Dominicans. Your home sits behind it; the beach itself belongs to the public.

Do I need to be in the Dominican Republic to close on a property?

No. About half of my clients close from abroad. With a power of attorney granted to a Dominican attorney, the entire transaction — title search, contract signing, deed transfer — can be completed remotely. You only fly down when you want to, not because the process requires it.

What taxes do foreign buyers pay on Dominican Republic property?

The main costs are a 3% property transfer tax at purchase (paid to the Dominican government), and an annual property tax (IPI) of 1% on the assessed value above ~RD$10M (about USD $165,000). Many beachfront properties qualify for CONFOTUR — a tax incentive program offering up to 15 years of exemption from property tax and transfer tax. I'll walk you through what applies to any property you're considering.

How does CONFOTUR work and how do I qualify?

CONFOTUR is a Dominican government incentive for tourism-zone real estate. If a property is in a designated tourism zone (much of Cabarete, Sosúa, and Puerto Plata qualify) and the developer applied for CONFOTUR status, your purchase comes with significant tax exemptions: no transfer tax, no annual property tax for up to 15 years, no income tax on rental income for the same period. CONFOTUR status is property-specific, so it's something I always confirm before recommending anything to a buyer.

What are the differences between Cabarete, Sosúa, and Puerto Plata for buyers?

Each town on the North Coast has its own character, and within each there are sought-after communities worth knowing.

Cabarete is the most international and active — kite surf capital of the Caribbean, restaurants, expat community, premium beachfront prices. Communities to know: Perla Marina (gated, well-established, premium), Sea Horse Ranch (luxury, oceanfront), Bahía de Arena (beachfront with amenities), Kite Beach (the beating heart of the kite-surf scene), Pro Cab (central, walkable), Encuentro (surf-focused).

Sosúa is quieter with stronger long-term rental demand and slightly better value per square meter. Communities: El Batey (the historic heart, walkable to the beach), Sosúa Ocean Village (gated, amenity-rich), Hispaniola Residencial, Casa Linda, La Mulata, Playa Laguna.

Puerto Plata is the historic center with lower entry prices and a larger market for primary residences. Communities: Costambar (gated beachfront), Cofresí (resort-adjacent), Playa Dorada (beachfront with golf), Costa Dorada, Plantation, Star Hills, The Palms.

How do I get a residency or visa once I own property?

Property ownership in the Dominican Republic gives you a fast track to residency. The investor residency program requires a real estate investment of USD $200,000 or more and grants permanent residency in roughly 6 months. After 2 years of residency you can apply for citizenship. I refer clients to specialized immigration attorneys who handle this entire process.

Is it safe to buy property remotely from another country?

Yes, when you work with an established brokerage and a vetted Dominican attorney. The risks come from informal deals, unverified titles, or direct-from-owner purchases without legal due diligence. Working through Century 21 means the brokerage's compliance, escrow, and title verification systems all back the transaction. I'll never recommend a property without a clean title certified by an independent attorney.

What's a realistic budget for beachfront property on the North Coast?

Entry-level beachfront condos in Cabarete and Sosúa start around USD $200,000–$300,000. Premium oceanfront condos with full amenities range from USD $400,000 to $3M depending on size, location, and finishes. Beachfront villas typically run from $600,000 into the $5M+ range depending on lot, view, and exclusivity. Off-market opportunities sometimes come in 10–20% below comparable open-market inventory — which is much of why my clients ask for them.
